With a population of about 83,000 (2016), Lakewood is the 95th most populous city in California.
Lakewood's primary thoroughfares are mostly boulevards with landscaped medians, with frontage roads on either side in residential districts.
As a city, Lakewood is a classic example of a postwar suburb, the "instant city" went from being a string of lima bean fields in the 50's to a fully functional city in the early 60s'. Back in the good old day's, vets could buy a house with nothing down and the mortgage was at 4%. It was a time when the Federal Government was good for something besides just being a money grabbing pain in the ass. At one point, sales of new housing was averaging 30 houses per day. From empty fields, nearly twenty thousand houses were built in three years, with a new house completed every 7 or 8 minutes.
Lakewood or "Contract City." is a pioneer among California cities in provisioning services. Despite being an incorporated city, Lakewood contracts the bulk of its municipal services to Los Angeles County with the rest going to private industry and other agencies.

ORDINANCE - NO. 16-XX AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING SECTION 13.26.026 (COMMERCIAL MEDICAL MARIJUANA CULTIVATION) TO CHAPTER 13.26 (SPECIAL REGULATIONS) OF TITLE 13 (ZONING) OF THE LAGUNA WOODS MUNICIPAL CODE TO REGULATE COMMERCIAL MEDICAL MARIJUANA CULTIVATION - 2015
The City of Lakewood wants the growing of medical marijuana plants to be banned in the city by March. At Tuesday’s meeting, the City Council is scheduled to vote on the introduction of an ordinance that would outlaw the cultivation of all medical marijuana plants, including those grown by qualified patients for personal medicinal purposes. The ordinance would not prohibit the possession or use of medical marijuana products by people with the appropriate identification card, according to the staff report.
SECOND READING AND ADOPTION OF ORDINANCE - NO. 2015-9; AMENDING MUNICIPAL CODE PERTAINING TO MARIJUANA REGULATIONS City Attorney Steve Skolnik advised that the proposed ordinance had been introduced at the previous City Council meeting and was presented for public hearing and second reading at this time.

The state licensee, however, will probably argue that the State occupies the field with regard to licensing of recreational marijuana uses, and that a municipality is preempted from adopting a ban which prohibits what I-502 allows.”
