About SAN LEANDRO
With a population of about 86,000 citizens, San Leandro ranks as the 87th largest city in California. The first inhabitants are thought to be the direct ancestors of the Ohlone people, whose artifacts date back to 4000 years before present.
The Spanish arrived in the San Leandro area in 1772, declaring that the lands, like all other lands in the Americas, were now the "rightful" property of the Spanish King. The main Rancho was named San Leandro, operating as a cattle station for nearly one hundred years. In 1855, a couple of gringos married into the Spanish land owner's family. These learned Anglos laid out the street plans of present day San Leandro.
In 1856, San Leandro became the County seat of Alameda county, but was moved to Oakland after the courthouse was destroyed by a quake in 1868. The city has a rich Portuguese heritage, dating back to the 1880's, when globe-trotting laborers sought a better life; they from Hawaii and the Azores to San Leandro especially, among other welcoming spots in North America.
Did you know? In the 1910 census, Portuguese accounted for nearly two-thirds of the San Leandro's population. Wow.
San Leandro was one of many suburban cities built in the post-World War II era that had restrictive covenants, barring property owners in the city from selling real estate to racial minorities. As a result, in 1960 the city was almost 99% of albino persuasion. However, the good old constitution was enforced. In a case brought before The United States Supreme Court, the judge declared such covenants - discriminating against minorities were unenforceable by the state.
That anti-discriminatory decision opened the door to Asian, Black and Hispanic Americans who saw San Leandro as a good way to be. By 2010, Asian Americans made up one third of the population, with non-Hispanic Whites accounting almost another third. It is amazing when you think about it. Locally the genetics went from 100 % Native American, to 50% Spanish-Native, to 90% Portuguese, to 99% "White" to a roughly equal mix of Chinese, Hispanic and "Whites" with a garnish of African American.

Medical Cannabis Ordinance - 2015
The City will issue only one medical cannabis dispensary permit;
The approved dispensary may only be located in the City’s industrial and commercial zoning districts; cannot be within 1,000 feet of a school, library, youth center, park and recreation facility and places of religious worship; and cannot be within 500 feet of a residential zone;
The City Manager may impose separate conditions of approval;
A public hearing on the approval of a conditional use permit must be held by the Board of Zoning Adjustments (BZA) for any dispensary permit that is approved by the City Council;
Operating, security, recordkeeping, facilities, and signage regulations are set in the ordinance;
On-site distribution of edible cannabis products will be allowed and regulated to prevent the transmission of foodborne illnesses; Payment of non-refundable permit application fee(s), an annual permit renewal fee, and annual business license fee will be required.
